Methodology

How the guides are written, sourced, checked and reviewed; how figures and photographs are produced.

Hierarchy of sources

  1. Official texts — the Official Bulletin of the Kingdom of Morocco; consolidated texts issued by the General Secretariat of the Government, the ministries, the urban agencies, ANCFCC.
  2. Administrations’ documents — procedure guides, forms, planning information notes, development plans, conservation plans.
  3. Published studies and statistics — HCP, Bank Al-Maghrib, public bodies, academic work, World Heritage nomination files.
  4. Press and secondary sources — never alone for a rule of law; used to date an event or flag a practice, and named as such.

Writing a guide

A guide first answers the question in two or three sentences, then runs through the procedure in its real order, cites the text at each step (law number, article), flags the known traps and what remains uncertain, and ends with the frequently asked questions and the list of sources consulted, with what each one established and its limits.

Verification and review

Before publication, every statement of law is re-read against the text cited. The date of that check is displayed. A review is scheduled six months later, or sooner when a text changes. The points the team could not settle are listed in the guide itself, not hidden.

Three languages

The three versions of a guide start from the same sources and are written together, not translated from one another. Arabic quotations of texts are taken from the Arabic Official Bulletin where it could be consulted; otherwise they are marked as working translations.

Figures

Every figure carries its source and date beneath it. The ranges of costs and lead times we publish state the sample size and the city. A figure we cannot source is not published.

Photographs

Photographs are documents: taken by us or under licence, not retouched beyond exposure, captioned with the place, the date and, where useful, the orientation. No renders, no stock illustration.

What we do not do

No opinion on an individual file, no recommendation of a professional, no content written or reviewed by an interested party.
